PS3 Theme Builder 3.0 (Windows)

PS3 Theme Builder 3.0 is a freeware PS3 Theme creator tool for Windows. It supports PS3 FW 2.50 icons with support for theme sounds. The application will convert uncompressed WAV files to VAG files for use as theme sounds. You can open .p3t files by double clicking on them and they will launch in PS3 Theme Builder.
